Abstract

Regional economic performance is commonly measured through the growth of Gross Regional Domestic Product (GRDP). GRDP growth accelerates when a region has a superior sector, also called a basic sector, that grows fast and competes strongly with the same sector in other regions. A sector reaches this status when local government turns available opportunities into productive outcomes. This study identifies the superior and potential sectors in Dumai City, Riau Province, so that the local government can prioritize regional development policy. The study applies Static Location Quotient (SLQ) and Dynamic Location Quotient (DLQ) to sectoral GRDP data from 2018 and 2022. Results show that all sectors in Dumai City still have an SLQ below one, meaning no sector has yet reached basic-sector status under the static measure. However, eight sectors show a DLQ above one and can be classified as potential sectors: Manufacturing; Electricity and Gas Supply; Water Supply, Waste and Recycling Management; Construction; Transportation and Warehousing; Real Estate; Government Administration, Defense and Compulsory Social Security; and Other Services. The remaining nine sectors, including Agriculture, Forestry and Fishery and Mining and Quarrying, remain lagging sectors that need stronger policy support to raise their competitiveness.
